My question involves collection proceedings in the State of: Georgia. If I have a title pawn is it illegal to take the vehicle out of state without notifying the title pawn company first?

It would depend on the contract between you and the lender.
By "taking it out of state" are you talking about going on a trip, or are you moving or storing it elsewhere?
There is no law that I can find that makes it illegal.
That being said, the pawn broker can make it a part of your title pawn contract not to take it out of the state and if you signed it; you would be bound to it.
I don't see a pawn broker moving to repossess for a minor thing like that unless a. the person is behind on payments b. it is apparent they are permanently relocating out of state (Even then, a good payment history and discussion with the broker should assuage any fears they might have) or c. they are scummy. I know that covers many of the title pawn outfits.

This is a serious question. You need to study all the details.
