Im 19 the officer actually even told me that no points will be given to my license or anything all i have to do is get my actual license and take it to court and show them i had a permit (say i was still in my “learning phase) and now that i would have a license which is what im trying to get now

Never take legal advice from the police. While a judge MIGHT dismiss the charge, on the other hand he might not. The other problem you're going to have now is the DMV is screwed up worse than normal because of COVID.
