Update - I filed a complaint which they have received. Last I spoke with the bank, it has been sent to their legal team for review. Not sure what that means, but I do not think they are being compliant with federal regulations. The person at the bank that I have been in contact with keeps referring back to that this is how the system operates, it recognizes the top name - my interpretation is that it is a system error, rather than a bank policy. Will keep you all posted!
