There are rules relating to the transfer of title. There are unlikely to be rules that specifically relate to gifts.

Someone wants to gift me a car that is worth $14,000 and who is the original owner, and has owned it for 8 years.

"[T]he original owner" of pretty much any motor vehicle is the manufacturer of the vehicle, and I doubt Ford Motor Company (for example) wants to give you a vehicle. Beyond that, congratulations.
