My question is regarding the legality/consequences of an individual driving into an apartment complex, of which they do not reside, and using the recycling bin. Note, this event is hypotheticized to be during COVID19.

Assume the license plate of the recycler were to be know, are there legal grounds to punish?

Knowing the license plate alone isn't sufficient to prosecute anything. If there is evidence that person did this it might be prosecutable as trespassing or littering depending on the facts.

It has nothing to do with COVID-19. You trespassed on private property. You don't live in the complex. If your license plat was recorded then a complaint can be filed and an investigation could discover if the registered owner of the vehicle was in fact the driver.
