Habeaus corpus certainly can apply, but the rules for due process (which is what leads to the habeas corpus action) are different based on why the person is being detained and who is doing the detaining. You can't just grab some random form off one court site or some fragment of the enacted law and assume it universally applies. Federal civil commitment rules are covered under a different section, and if you're locked up on a state hold, then you need to be looking at the appropriate state law.
