The good news is that there's no central "international" database nor do things transfer to some US government agency. The bad news is that depending on what country you're talking about, there are private investigation services that will conduct a criminal background check and find such. It's all a matter of how hard the employer wants to search.
when we run our bg checks, it checks where a person has lived in a certain time period. If out of country, the checker asks us if we want to do the BG check in that country also....our answer is based on what we do and how long it's been since, but yes it can be requested and done... one should always read the authorization they are signing on a background check request.
Our vendor has the ability to check many non-US countries on request.
I have no idea what "transfer into U.S. records" might mean, but it will be rather uncommon for a U.S. employer to search for criminal records from other countries.
