just as I am considering moving I find that Verizon placed a collection in my credit bureaus!
Please explain exactly what this means. Absent explanation to the contrary, I'll assume it means that Verizon made a report to one or more of the credit reporting agencies that you owe it some amount of money.

I know better than to pay them a dime right now as it will do nothing to fix my credit.
That's absurd.

I was around an 800 credit score!
As of when? What is your current credit score?

It blows my mind that they can so easily ruin someone over $80 and lenders will act like this is a HUGE deal, even though they can see my many years of PERFECT history.
Not entirely sure who "they" are (you seem to be using "they" to refer to different persons/entities or groups of persons/entities). Also, the notion that a single unpaid debt of $80 could "ruin someone" is absurd.

Are there any legal steps to take to persuade them to remove this?
If the debt is owed, no.

I would like to know what court would have jurisdiction in this matter?
You haven't articulated any valid legal claim. You haven't asserted that the debt is not valid. In any event, you'd spend upwards of 100-200x the amount of the debt to sue, and you'd have no guarantee of succeeding. If you pay the $80, any negative impact it had on your credit will be gone in relatively short order. The bigger harm to your credit came from 15 years of "not need[ing] [and presumably not using] credit."
