    She is not a college student, she is aupair. She will stay for just a year in the country.

    In these videos the officer asked for ALL paperwork, including a driver's license, that allowed a foreigner to drive on our streets. Not just reg and insurance.

    The cops were typically perplexed, intimidated and let the guy go on his way. Yes, even cops can be intimidated.

    You previously wrote.

    The Au Pair Program is an educational and cultural exchange program with a childcare component. Au pairs come to the United States for one year to provide up to 45 hours of childcare per week for their host family while pursuing educational credits.
    What sort of educational credits is she pursuing?

    An Aupair needs school credits for immigration and her visa does not matter what she wants to study.
    A lot of them study English

    At the college level? Not that I think it matters because I assume she is here with an educational visa.

    Not college level, they are here most to time to learn the language

    J-1 visa

    Non-immigrant visa issued by the United States to research scholars, professors and exchange visitors participating in programs that promote cultural exchange, especially to obtain medical or business training within the U.S.

    Wonderful example of the problems with our visa system. An au pair studying English should not qualify for a J-1 visa.

    A J-1 visa holder is expected to already be proficient in English and have the equivalent of a high school diploma. But all this is irrelevant. NY law requires her to get a NY license. She won't win this and she can expect to get further citations if she doesn't correct this.

    Irrelevant to the OP's situation. What happened on some video somewhere at some time is hardly relevant here.

    And it sounds like the cops in those videos needed a bit more training.
