Do you mean the Constitution (As in the Constitution of the US) or a constitution?

In a sense there might not be much of a difference by definition but there is a practical difference in how they are used.Constitution

Bylaw
1 : a rule adopted by an organization chiefly for the government of its members and the regulation of its affairs
Constitutions are generally created by governments. Bylaws are generally created by non-government groups like a homeowners association, social club, sports team.
And, as usual, there may be exceptions in either direction.
