Do you mean the Constitution (As in the Constitution of the US) or a constitution?

    According to Merriam Webster:

    Constitution
1a : the basic principles and laws of a nation, state, or social group that determine the powers and duties of the government and guarantee certain rights to the people in it
b : a written instrument embodying the rules of a political or social organization

    Bylaw
1 : a rule adopted by an organization chiefly for the government of its members and the regulation of its affairs
In a sense there might not be much of a difference by definition but there is a practical difference in how they are used.

Constitutions are generally created by governments. Bylaws are generally created by non-government groups like a homeowners association, social club, sports team.

And, as usual, there may be exceptions in either direction.

Zat is easy Frau Olivia. You can tell your Kinder zat:

Zee Constitution is vat defines zee rights of a Geselschaft or a Gemeinschaft within zee state. It can apply to either. Like it says you have zee right to wear Letherhosen on Sunday but not on Monday. Or zat a bratwurst must have two endz and not wuan. Or zat you have zee right to listen to David Hasselhoff. Although in Amerika zat is illegal. Or at least it should be.

Zee Bylaws is reellee just a silly vay of saying it's a rool.

    Ja?

We need a constitutional amendment that says "Don't pick on David Hasselhoff."
