can I do anything else here?
As a practical matter, no (beyond writing nasty letters that cite the law, negative Yelp reviews and things of that nature).

Anyone I can contact and get ahold of in the state of California to look into this?
There are about 40 million people in the State of California. You're free to try and contact any or all of them, but I doubt anyone is going to be interested in a $6 matter.

Would the BBB help out in anyway?
The Better Business Bureau has no legal authority to do anything (but you're certainly free to contact it).

Would emailing corporate help (getting ahold higher up maybe).
We have no way of predicting it, and any complaint about a $6 matter is going to get funneled down to an appropriately low-level person.

Also its not about the money, but about the principle here.
That's the third time you wrote that exact same thing -- as though repeating it will make it true.

I can't help noticing that the sign says "May receive" and not "must receive".
So? The sign isn't law and doesn't purport to quote the law. That said, the sign contains an accurate restatement of Civil Code section 1749.5(b)(2), which says, "any gift certificate with a cash value of less than ten dollars ($10) is redeemable in cash for its cash value." "May" does not mean "may or may not, at the retailer's discretion." "May receive" means "is entitled to receive."

To the OP: any chance that any of the exceptions mentioned in Civil Code section 1749.5(d) apply to your situation?

The point I have evidently failed to make is that the sign is misleading, as it could be read as being the seller's opt when that is not the case.
