That's not how NICS works. NICS takes your full name, DOB, POB, SSN (if you give it), sex, race, ethnicity, citizenship, and driving license number to attempt to match you against a compiled list of prohibited persons. Your residence address is not given, only state of residence.
Which state? In some states FFL's don't call NICS, they contact a state system to run the background check.
Yep, it's up to the FFA or whoever is selling/transferring the gun to you to make sure you are a resident of the state he is in (if it's a handgun), and that your IDs match up. After that, they do a background check that doesn't much care (NICS or an equivalent state check).
