Even if she has to return home, you can still get married. It just won't of itself stop her from having to return home if she is subject to the home residency rule.
She does not have to return home. Can we marry normally like any other U.S. citizen or do we have to apply for something first?

So I guess if she is here on a J-1 visa she is eligible to apply for a marriage license and marry?
I saw some other advice given to someone and wanted to sak you if you know if its correct.
After we marry I should file for Alien Relative form I-130 and Adjustment of status form I-485 at the same time?
Also G-325 Biographic info, I-864 Affidavit for support, and Medical exam were also mentioned. Do these need to be filed at the same time?
It seems like a lot of fileing. Can a lawyer handle this and would you reccomend me using a lawyer?
If you please, one last question-
If I-130 and I-485 are submitted before J-1 expires, then it expires, is she still legal?

Why do you keep asking the same question, over and over again? You can get married to a noncitizen. You can get married to an undocumented immigrant if you wish.
If she goes out of status before her status is adjusted on the basis of marriage, she should not leave the country until her status is adjusted. If she wishes to remain in status through whatever visa she is eligible to obtain, nobody is stopping her.
