Default Utility Company Requires Mandatory Connection to Sewer System

My question involves a consumer law issue in the State of: FL
Utility Company installs new sewer line in an easement running thru community and requires everyone that has an improved property that abuts that easement to connect within 365 days. Company requires an $11,000 (+) fee to be paid up front. After the fee is paid, the utility company has several reasons for several delays! How long does the utility company have to install the hook-up lines before they have to pay the consumer interest on their money sitting in the Utility Company's account?

Whatever serves as Florida's public utility commission is the place to ask that question.

"Whatever" is called the Florida Public Service Commission. There is information and a link to file a complaint on their web page here: http://www.psc.state.fl.us/

As far as the law goes, I don't think there is any statutory time limit, but if the utility is not operating under their license properly you might get some relief. The only mention of interest being due to customers is on amounts that are refunds for overcharging not made in a timely fashion.
