As far as dog sniffs and PC under the 4th AM, for one to believe this is such an egregious privacy violation as to declare the US Communist ruled, I don't see that. Evidently, the GA Constitution's parallel to the 4th's unreasonable search clause permits it too. Since the 4th was made applicable to the States in 1949, the USSC has had to decide many Hundreds of 4th AM cases. It's not reasonable to believe every citizen or legal scholar can agree with every decision handed down.

In mulling this thread over, I do find it very meanspirited of the officers to do that kind of damage to the child's car. Breaking the door panels and vents, and scratching the car were all totally unnecessary things to do. Yes, I can imagine that in some instances it might be necessary to search a car that thoroughly, but a teenager's car? I just don't see it.
Though, we also only have an angry parent's word that the officers did any damage to the car. (It's not beyond the realm of possibility that the damage was done by the student or their friends ... my sister told a few whoppers to my parents about how her car got damaged.) But, if they did, a claim can and should be made to the agency for any damage. PC for a search does not mean they have carte blanche to do actual damage.
