    Default Medi-Cal Estate Recovery

    My question involves a person located in the state of:California

    Father was on Medi-CAL for three years nursing home and passed away 14 years ago back in 2005. Mom passed away last year in 2018. Mom was not on Medi-CAL. There is no will or living trust. Currently going through probate process. Is the house subject to Estate Recovery? I am confused about the law changes in 2017.

    Did Medi-Cal have a lien on the house for the medical bills at the time he died?

    I called title company and asked them to do a informal search. They said no lien on house.

    Then it appears that given the law changes in California two years ago the home should not be subject to recovery for your father's Medi-Cal bills.

    Is there a way to know for sure? There seems to be a lot of different interpretations floating on the Internet.
    Do you know any expert I can consult?
