Sometimes you just have to go with the flow. I bought a condo in a 33-unit older-but-newly-redeveloped building that had a certificate from the city attesting that the common roof was brand-new. After two years, people living just under the roof started experiencing massive leaks. An engineering survey was done, and yep - the roof was not only not brand-new, it was 40 years old! It was subsequently discovered that the Developer had closed his business and moved to another country, and that the City Inspector confessed to having been paid $5K to falsify the certificate. After said confession, City Inspector quit his job and fled to parts unknown. So we had to buy a new roof and pay for it ourselves. Nothing else we could do.
