Default Is it Contempt of Court for a Party to Not Enforce a Court Order

My question involves contempt of court for the state of: tennessee
On 3/21/18 court ordered and decreed to tenant and City for tenant to move her property and be out of condemned structure by 6/22/18. City attorney who agreed and signed this document and tenant have ignored and refused this order. There has been no correspondence with court to lift this order. Meanwhile, Municipality has signed a 700 dollar lease agreement on 8/1/18, assisting tenant in continuous violation this order
Has Municipality and tenant committed contempt of court offense ? If so, what is estimate cost to file a contempt of court document,
    Respond as soon as possible.

Based on post hx, the owner of the building the city took by eminent domain and subsequently rented out.

Not quite correct. The city only took a slice of the land the building is on. The rest of the land belongs to the OP. The OP wants the building torn down so that he can make use of the rest of his land. The city is delaying and renting out the entire building and pocketing the rent.

Per the op the city did not take any land. The eminent domain process took only the building and was to raze it and has since refused to do so.

In either scenario the OP cannot make use of the land he owns because the building is still on it.

Correct but there is a world of difference in legal rights if the land is still owned by the op.

only a court itself can say if a party is in contempt of court. It’s their decision. A party having standing would file a show cause order seeking the party show why they are not in contempt of court and if they cannot do so, request the court hold them in contempt. If you are doing this pro se, the cost would be the cost to file a motion and service costs to the associated parties. Typically quite minimal in general.
