Federal law also assumes private sector employers since there actually are some comp time rules effecting public sector employers only and comp time. If you go the DOL.GOV website and search "public" and "overtime" in their factsheets, you should find the correct factsheet.
CA specific rules do not include the federal time-worked-past-40-in-the-workweek rule but does actually have some comp time rules effecting the CA specific rules only. The easiest place to find the CA rules is to download the CA-DLSE manual and key word search "overtime" and "comp time". CA also has industry specific exceptions out in the DIR Work Orders.
