Whether electrical, cable, phone, or water, the utility typically owns to the billing point. And the Utility is responsible to that point. On your side of the billing point, you are responsible. Meters and splice boxes are owned by utilities and considered billing point.

You are incorrect about your “to the billing point” whatever thst is.

Meters bases, when dealing with AEP, are owned by the customer. The meter itself is owned by the utility. Regardless, the customer is almost always considered to be the owner of the service drop. That is the section of wire and infrastructure from the meter up to the point where the utility would connect to said wires.

In the case at hand, the pole could be owned by either the home owner or the utility. It is specific to that installation.
