    Based upon the wording that "cash bail applied to fines and fees," it looks to me that you lost your trial by declaration and the bail you submitted was applied to said fines and fees. The term "dismissed" may simply mean that the action was terminated at the conclusion of the case, not that the matter was dismissed.

    You might want to contact the court and ask them what the status is, to make sure. That way you'll know whether to expect a refund of your bail, or, whether you should consider filing for a trial de novo or not.
