Unhappy I Was At-Fault in an Accident and I Didn't Have Insurance

My question involves an accident that occurred in the state of: Oregon.

I hit another driver a couple weeks ago and had no insurance at the time. I have gotten insurance since. The car i was/am driving was bought by me several months ago, but due to financial troubles and having to move i never finished the paperwork for changing the title into my name. So, I was at-fault in an accident driving an uninsured vehicle that I do own and possess a title for. I am aware that I will likely be fined for not having insurance. I have two main questions:

    1. Is this going to come back in some way to the previous owner of my vehicle because of my negligence of not changing the title?
    2. How likely is it that I will lose my drivers license?

Thank you so much for any input

    1. Yes it will, unless they filed a "Notice of Sale or Transfer of a Vehicle" form.

    2. First offense is a fine of $130-$1000, second offense is a fine of $427 and suspension of license for 1 year.

if for some reason he didnt file the "notice of sale" what happens? i'm in possession of a signed title and purchased the car with cash months ago. this clearly should be all on me.

The previous owner would not be liable for the damages you caused while driving the car even if he was still the owner of the car. However, if he was still the owner of the car he would have been required to carry liability insurance for the car and that insurance then would have covered you while driving that car. But as it is he sold you the car, and from there it was your responsibility to get title, registration, and insurance. That you didn't is on you, not the seller. The seller might end up being contacted as his name was apparently still showing as the title owner of the car on the date of the accident, but with the documentation of the sale it should be easy for the seller to show that he or she is not liable for anything out of this.
