Default Failure to Register as a Sex Offender After Homelessness and Moving States

My question involves criminal law for the state of: California, Arizona, Kansas

    Hello,

I hope Iíve created this thread correctly.

Iím hoping to find some guidance here. A friend was charged with annoying/molest of a minor in California. A misdemeanor. This required them to register for life. My friend had done this up until the year of 2009. They were living in Kansas and became homeless. They moved around between states but did not have a place of residence in order for them to register.

Time past and this burden is weighing heavy on them. They currently reside in Arizona and have been working and living in that state for about 5 years now. Theyíve also had a consistent employment record since 2009, they just didnít have a place they were living for a while(switched jobs a lot.)

She is aware that failure to register is a crime and that she can face more jail time. My question is what state laws should we be aware of? When she goes to register and is found to not have we are aware she could be detained. We are wondering if they will send her back to California where the charges where, back to Kansas where she last registered or be held in Arizona where she now lives?

I hope everything is clear and understandable. Itís a confusing situation and Iíve done a lot of reading for her online. Thank you!

If she lives in AZ, it's their laws she has to obey.

The Arizona registration statutes begin with 13-3821 at:

    https://www.azleg.gov/arsDetail/?title=13

Scroll down about 2/3 of the page.

Reading the statutes should give her everything she needs to know.
