I'm not sure what you're trying to say there, but it's not literally true. The OSHP has jurisdiction on all public roadways in the state as well as all state property. This includes county and local roads as well as the Ohio Turnpike. They also have enforcement jurisdicton on all motor carriers within the state and to some extent even private roads. You are correct that outside of the governors declaration, they don't have criminal enforcement authority in other situations. They are also authroized to act in support of physical danger or a threat of such to a peace officer or private citizen or other emergency situations.
