    Default Consumer Rights Obtaining Utility Usage and Service Records, Victim of Utility Theft

    One of five tenants in a old comercial building. Building configuration and division of units has along with gas plumbing changed over the years. I have good reason to believe that there has been internal tampering with gas lines within the building by other tenants. Example, my usage jumps from 50 therms Jan 2016 to 250 therms Jan 2017 and back down to 60 therms Jan 2018 after one of the tenants has left.
    Utility company has not explained disparities in gas usage, and will not supply service call records nor utility usage for the entire building stating privacy rules and requestor must obtain permission from other tenants.

    Can a Utility Company refuse to provide utility usage and service records to a victim, or if the requested records pertain to a Corporation that has been administratively dissolved by the State, or is in Bankruptcy?

    Have you had an HVAC specialist come out and examine the lines and the heating system to see if you are actually providing gas to another unit? If so, then your beef is with your landlord.

    I think a plumber would be better suited to check than an HVAC person.

    Whoever does that kind of work...if its a plumber, so be it.

    If you're asking whether you have a legal entitlement to certain records unrelated to your account simply because you subjectively describe yourself as a "victim" or because your usage jumped significantly for a year, the answer is that it depends on the laws of your unidentified state, but it is unlikely.

    This doesn't change anything.

    In any event, if you want records that the utility company is unwilling to release to you, you'll either have to take legal action or make some sort of complaint through your unidentified state's public utilities commission.

    Yes it would appear that the complaining to State Public Utilities Commission is the next step. Landlord will do nothing, he requested the Utility company to turn off the gas to one of his units which had become vacant. This resulted in a different unit not getting hot water, this resulted in some kind of gas plumbing change and an apparent opportunity, for the this different tenant to switch gas lines. Of course there are no plumbing permits filed with the City. Legal action ..... what are the chances that a small claims court judge is going to make a Utility Company surrender usage and service records to the court for examination based on speculation based on unusual gas usage readings?
