If I had just resisted giving him my ID, I wouldn't be so on edge. If I hadn't gone there in the first place, I wouldn't be on edge. If I was more self-aware and attuned to my circumstances, I wouldn't be so on edge. I wasn't "pleasuring myself", but I was reckless I would say. Now that's something I am working on. We all have issues and things to work on including when we're being judgmental...
If you were within the stall, door closed, and not attempting to engage others in some activity, I just don’t see a crime. I don’t care if you were masturbating (not suggesting you were or weren’t ) It isn’t illegal to do so unless you exhibit yourself.
If somebody was peeking into the stall; shame on them and they are who the cop should consider arresting. I haven’t checked for your state but most states have voyeurism (peeping Tom) laws.
Your statement that you were reckless does cause me some concern though.
