    Just to clarify because when I went back and read my post it didn't make much sense.

    "highway" generally refers to any street, alley, freeway, etc. that is used for public vehicular travel. It usually refers to the area from curb to curb.

    "roadway" generally refers to the actual traveled portion of a highway. The parking areas on the side are not part of the roadway.

    "freeway" generally refers to highways that have limited access points of entry and exit. The speed limits of freeways are usually greater than other types of highways.
