Default State Orders Ban from Travel to Their State

My question involves civil rights in the State of: virgina

Can a state legally ban a person from entering their territory for a length of time? Isnít there an amendment that protects against states from doing this to legal American citizens?

The situation Iím referencing is here in this article.

They can in this case because it's a condition of his probation. His alternative would be to visit the state and see the inside of one of our fine correctional institutions.

Otherwise, you'd be correct. A interstate protective order could be enforced to keep him away from certain individuals, but certainly not bar him from coming into the state.

    TL;DR

Generally, the answer is no, but when the person in question is a convicted criminal on probation or parole, the rules change significantly.
