My question involves a traffic ticket from the state of: Washington
Google map of the incident area in downtown Bellevue, WA: https://www.google.com/maps/@47.6113.../data=!3m1!1e3
Diagram of both cars' movements: https://drive.google.com/open?id=1xp...Xa4sXYi1bLjzqW
The yellow car looks then backs out of the space.
The red car is incoming from a side alley (no blinker, no stopping) such that they cut across both traffic lanes and entering the adjacent target angled parking space with a "hard turn" from the wrong direction.
Is this tantamount to being a U-Turn in a business district, or some invalid or illegal move by the red car? The two cars would not have crossed paths at all if the red car had not come from the wrong direction (the red car's rear driver-side bumper from just behind the rear wheel well to the corner edge slid across the yellow car's rear passenger-side bumper corner where the lower taillight is).
Who is at fault?
