Isn't there anything I can do since this contractor can't give me a logical reasonable explanation for why installing a regular glass should cost the same as installing tempered glass when his own quote cites a material charge of twice as much for tempered glass as for annealed glass ?
This kind of thing is reactive not pro-active.

If you can't negotiate a compromise with the landlord, you go to court and prove you are being overcharged and see if you can get an adjustment.

Also keep in mind that the landlord is not entitled to new for old. The cost of the replaced item must be depreciated though, in this case of a structural item, there wouldn't be much, maybe 5% or 10%.
