Default Ex-Friend Owes Money For Vacation

I recently went on a trip to Europe with a couple friends for a concert. We shall refer to them as 'Bob' and 'Carrie'. Bob and I were originally the only parites for this trip until Carrie was later invited by Bob. Bob was paying for Carrie's entire trip, therefore, she will not have much to do with this situation. I purchased the concert tickets on my credit card with the agreement that they would pay me back by the day of the show. During planning for the trip, Bob stated that he would use hotel points he had to pay for the first 2 nights we stayed. He also stated that he would pay for a night at a 4star hotel for which he wanted to visit. When we arrived in Europe, Bob was told that he had to pay an additional $150 for a third person to be staying in the room. He was also told that a $150 cash deposit would have to be made, or a credit card swiped to hold the deposit. I was the only one with a credit card with us, so we swiped my card, with the understanding that the rooms would be charged to the reservation card and not mine, unless we caused damage. This took place at both hotels we stayed at. Later in the week of the trip, Bob insisted that I now owed him money because of the "additional guest" fee. I did not agree with this, seeing as though he had not yet paid me for his and Carrie's concert tickets, however I felt compelled to give in due to his generosity in providing the hotel rooms. We agreed on 50 Euros from me to him to be sufficent. When we came back to the states (Indiana to be exact) I found that my credit card was charged the full stay for both hotels. I did not blame him for the communication/language barrier, however, I did expect him to help rectify the situation. I offered several options for this: Pay me back in cash or via paypal, contact the hotels and ask for credit reversals, provide me with copies of the receipts so that I could dispute it on my own with my credit card company (I was never present at the desk for check in or check out, nor did I sign any agreements with any hotels for the use of my card), payment plans, etc. Several weeks went by with him saying he was looking into it, his "parents" were going to help him, etc. Now it is 5 weeks after our return and the charges are gaining interest. I have tried several times/ways to contact him about it, and he is avoiding me at all costs (no pun intended). He has changed his phone number, blocked my email address, etc. He told a mutual friend that he "doesn't owe anyone anything."

My question is, do I have enough legal grounds to take legal action against him for this? We had a verbal agreement on the hotels, and he has acknowledged in front of witnesses (although they are HIS friends) that he owes me this money. I have copies of the emails and text messages I have sent him regarding resolution of this as well as the credit card statements for all transactions. Would this be best for a small claims court, or should I hire an attorney? The total amount in question is slightly more than $1200.

If he owes you money & won't pay, your best bet would be to sue him in small claims court to try to get the money owed you.
