Default Is Pranking Somebody a Criminal Offense

Is it against the law to fool a person I hate about an event? I've seen many pranks on television and some people get caught doing them.

And some go to jail over them. What sort of prank are we talking about and what state are you in.

Pranks like saying there is an event in happening when it's not true.

Depends on what you mean by event and how you "say" it is happening. It's possible that what you're doing falls under the harassment and stalking laws in Texas (or many other states).
If damages result from your "prank" you could also be civilly liable for that.

Your question is extremely vague. If the victim of the prank is in physical danger as a result of the prank, then yes, you could be charged with something (at least with regard to most situations). If the victim is simply being made fun of in some manner but otherwise unharmed, perhaps not. Without knowing what you are planning on doing exactly, there's no way anyone here will know whether or not it is illegal.
