Default Can You be Prosecuted for Placing Handbills on Cars

I was curious to the misdemeanor crime of P.C. 28.01(A), 28.01(B) placing a handbill on a car? I was told that it is ILLEGAL to pass out flyers or put a business card on a car and can go to jail for this. But yet, I have the Government putting papers on my cars all the time for road construction so cars won't park there, on those days.

Can someone go to jail for this? I heard of old wives tale laws like driving without shoes is illegal, is this like the same type of unheard of thing? Like a Police officer going Postal?

Would it be strange his his co-worker told you "If you ever take a picture of a person, I will exercise the law in my own way"

If someone is willing to go this far? How much father would they go? I would like to know more about 28.01(A), 28.01(B)

Presumably you are referring to P.C. 556 et seq. There is likely also a similar ordinance in the municipality where you reside.

If you look at the statutes, it should be self-evident why a notice from a city that warns you about a parking restriction is not covered by the statutes.

If you break the law, there is a chance that you will be prosecuted.

28.01 PC is a introductory section for Arson and Criminal mischief. Are you sure we aren't talking about 28.01 of the LA Municipal code which covers handbills?
    That says:
    a) No person shall distribute or cause or direct the distribution of any handbill to passengers on any streetcar or throw, place or attach any handbill to or upon any vehicle.
