I doubt there will be any new law on the issue come September.
The problem is the change to the law that allows certain non-violent felons to possess black powder firearms applies ONLY to the restriction for felons. It did not change the prohibitions contained within the laws for mental health patients. Those still include the basic term of firearm which as defined in Virginia code would include a black powder rifle/handgun.
