    The electrical code would not agree with you that crawling on the ground would be considered to be readily accessible. Sorry but the doorway is the only way to legally access the breaker panel and the upstairs tenant legally has to have access to it.


    Of course if you just don’t say anything and let the landlord reset the breakers when you’re not there it will probably be the end of it
