Default Is Working for Two Companies at the Same Exact Time Legal

My question involves labor and employment law for the state of: Oregon. In the city of Portland.

I am currently circulating a petition for an initiative for Company A from 11am-7pm mon-fri. I am also circulating 2 other petitions from company B during the exact same hours (11am-7pm mon-fri). Neither company knows I am employed by the other. I am fufilling the work requirements of each job. I am only required to get a certain amount of signatures within a given timeframe. So, I effectively get paid for 16 hrs each day while only using 8 hrs of my time. Is this legal? I don't mind if it's grounds for termination. I'm just concerned about the legality of it.

It's legal because there is no law against it, assuming that you haven't actually represented to the employers that you are only working for that employer (in which case the representations may amount to fraud). But while not illegal you are frankly cheating both employers by not working for them for the entire time they are paying you. Sure, you get the minimum number of signatures, but if you put all your effort into getting signatures for one of them, they'd end up with more signatures during the time you are being paid to work. As a result, if you are found out, I can pretty much expect that the employer will fire you, at the very least.
