Default Can You Work for Two Employers on a H1B Visa

An employee with a H1B visa has been given an opportunity to work for a new employer. The new work would be remote and could be performed on the employee's time table, so the employee is thinking about trying to continue to work for Employee A while also working for Employee B during his off-hours.

Is it legal for the H1B visa holder to work for two employers at the same time?
