If you are under court supervision for a traffic violation, are you allowed to travel to another state without permission from the court, or do you have to go to court and get approval for your travel?

For a non-criminal traffic offense, it would be exceptionally unusual for the terms of supervision to include a restriction on travel. There is no harm in verifying that no such condition is imposed in association with the supervision, and that's the only way to be certain, but I will be very surprised if you find out that there is a restriction.
