Default Applying for U.S. Citizenship After Prior Deinals Due to Residency Issues

A person has been a legal permanent resident of the U.S. since 2006. She has twice previously applied to naturalize, but in both cases the petitions were denied due to issues with the continuity of her residency.

She has been present in the U.S. for the past thirty months. Is it now safe for her to again apply for U.S. Citizenship?
