Default Can Somebody Take Your Picture While You're at Work

A teacher in a California school was chatting with other teachers. A parent took their picture and sent it to the principal, claiming that the teachers were socializing instead of supervising the children.

Is it legal for the parent to take the picture without the teachers' consent?

It's legal to take the picture. As long as the teachers are out in a public area of the school or school grounds where they have no reasonable expectation of privacy, anybody can legally take their picture.
