That would depend on your local zoning ordinances.
If your question is does the State set standards for a driveway setback, the answer is no. In NY as in most if not all states, the state statutes enable and require the local jurisdiction ( Counties, Cities, Towns, and Villages ) to pass their own zoning and land use ordinances according to a comprehensive plan.
You also have to check standards for site distances to intersections where the driveway meets the road. Check both local and county codes.
After reading your other thread I will tell you that if these are already developed properties, there is little or nothing that can be done about it now.
If it isn't specified within the zoning/building/development standards of the governing jurisdiction, then there isn't a required setback and you could theoretical install the driveway up to the property line. However, I would also verify that driveways doesn't fall under any catch all definition of "improvements", "structures" or other terminology defined within your local municipality's building or zoning codes. The zoning code may not specifically say setbacks are required for driveways but may specify setbacks for permanent or hard "improvements" installed on the property. I strongly doubt that there's nothing within the local jurisdiction's ordinances/codes that doesn't address driveways. You can always contact the appropriated department or staff directly to verify.
