Excuse me, I should have said HIPAA regulations don't apply in most employment situations. People tend to think HIPAA makes it wrong to discuss medical information in any venue, that they have lots more privacy protections than they actually have. While California is very worker friendly and provides more worker support on most issues than in general in the workplace, I'd accept the call from cbg on this. I always feel that there's really no fixing a bad employer, no real improving a bad workplace situation by trying to determine/correct the legality of his actions, even if you find he is going over and beyond. Leaving, hopefully to go to something better is about the best way to deal with such work place atmosphere and behavior as you describe from your employer.
