    Default Can a State Employer Fail to Pay Backpay to Employees

    My question involves labor and employment law for the state of: Illinois.

    Illinois hasn't passed a budget in three years. We are still waiting for our backpay for last 2.5 years as well as our raises. don't they have to pay us that money?
