While the caption is similar, the filing format is distinct for your case versus a motion.
You have to submit the filing fee unless you have a previous agreement for in forma pauperis. While technically, you can file by mail, it would behoove you to file in person. If you screw up something (failure to remit the appropriate fee, failed to caption things properly, or violate some local rule), at the best your stuff will be slowly mailed back to you. At the worst it will just get set aside (or round filed). You'll need the case number anyhow as you go forward.
I agree with AJ that you should keep it all in one thread. If it is, you have other issues. There's open caselaw before the SCOTUS on simultaneous Bivens and FTCA claims.
