Default Is it a Crime to Access Somebody's Phone to Block People

My question involves personal property located in the State of: Pennsylvania

My gf has this jealous ex that rears his head occasionally and sometimes he takes her phone from her to block me from calling or texting her without her realizing that he took her phone while it was unlocked just to block me.

This has happened multiple times over the past year. Is their a law he is breaking by doing this? Can I call the cops the next time this happens or what?

Why is she letting him take her phone? Why is she close enough to him, or with him long enough for this to happen? If he takes it forcefully, then SHE can call LE, otherwise, it's on her. Sounds as if your issue is more with HER. Either she's unbelievably careless, doesn't mind his blocking you, or, well....

Wait...what? If he is her ex why is he taking her phone? Why is she letting him? Are you sure they're exes or are you being lead along?

If someone is harassing her, she needs to call the police and report it. Otherwise, you can't really do anything.

How is it she is not aware he has blocked you ? Think about. I do not think she is being honest with you.

Seems like people are questioning the nature of your relationship more than answering your question. I don't believe he's breaking a law as long as:
    A) he isn't forcefully taking her phone .
    B) he puts it back /gives it back after tampering with it.

unfortunately there is no law against being really petty and even if he is invading her privacy you have a ways to go by getting her to agree to pressing charges and subsequently proving that he was blocking your number without her consent. in my honest opinion if she is allowing him to get close enough to do this more than once she won't be too keen on making this a police matter. I suggest you just take a step back and observe this situation for a while rather than introduce new elements like the police and lawyers.
