    Who has no records?

    If you contacted the person who sent you the bill and they say, "We have no records of you owing us money or of sending you a bill", then you can explore with them (based upon the information on the bill, such as the account and invoice numbers) why you received the bill in error, and even ask them for a letter indicating that their records show that you owe no money.
