My question involves juvenile law in the State of: California

I am a mother who has concerns for her daughter. I have a 16 year old daughter who is deliberately disobeying me. I recently found out that my daughter was secretly sneaking her 17 year old boyfriend to her room through her window and having an intercourse whether I am around the house or not until they got caught by me. I took her phone and laptop away. Two days later when I got home after work, she's not home. I also received notification of transactions from her bank account and saw a purchase of a cellphone. She's working part-time at the restaurant where I am working which she was scheduled the same day that I was which was the day she left the house and didn't came home. I had a co-worker handed her a note about what she did and told her that she's on her own if she doesn't come home, agree follow the rules and change herself.

In addition to this, I have learned that she was smoking as well. She has friends who has huge influence on her especially in her capability to make the right decisions. I understand that teen years are tough especially to the current generation. I tried talking to her before since she already lied to me. I gave her the chance to prove herself that I can trust her again. But with what I have mentioned above, I just can't after committing another mistake.

I want to better my daughter's life. She's turning 17 in a few days. She is still a minor after that. What I am trying to ask here is that... What can I do for my daughter? How can I stop her seeing this boyfriend of hers now who will turn 18 in a few months. How can I correct the smoking and influence of her friends? What legal actions can I do to fix this issue? Or is there an alternative to do it without doing legal actions? What are my rights as her mother so I can help her be a better person? Also, is it possible for me to temporarily move her savings and for her not to get access to it? What is the law about this?

Since she is not home right now and staying with her friends, do I have the right to come get her and take her home? What best advice can you give me to handle the situation?
