My question involves an injury that occurred in the state of: Iowa. My daughter was turning right out of a shopping center (stop sign) into a turning lane. The turning lane she was turning into had been in effect with a solid white line for over 200ft. The cars in the center lanes were at a stand still since the traffic light was red. She looked several times before she turned. As she was turning, a vehicle that had been a couple car lengths back in the right center lane, started to move since the light turned green and changed lanes into the turning lane and hit the drivers side of her front bumper before she completed her turn. Who would be at fault? She saw his car when it was standing still and he had no turn signal on indicating he needed to move into the turning lane.
