That's almost entirely wrong. The most common effect of a child being declared in need of service is that the child is placed on a form of probation, likely with a requirement for counseling. When possible, a placement might be made with another family member. While in extreme cases the child may be placed in foster care, it would take rather remarkable facts for the child to be incarcerated, and either way the primary focus would be corrective and focused on family reunification.
